Create a new canvas, any size will do( the bigger the better) and have a white background.
Then go to Filter >> Texture >> Grain and set both bars to 100 and from the drop down menu, choose 'Verticle'. You should end up with something like above.

With your background colour Black, go to Filter >> Artistic >> Neon Glow and change the settings, Glow size to 6 and Glow brightness to 12. Choose a nice Bright Green. I chose 60ff00.

Once thats done, Go to Filter >> Stylize >> Glowing Edges and set the settings to, Edge width to 1, Edge Brightness to 6 and Smoothness to 2. You should now end up with something like above.

Finally, Duplicate the layer you just finished and place the new copy on top. Then go to Filter >> Blur >> Motion Blur and copy the above settings. The last thing to do is to change the blending mode of the layer to 'Lighten'...If you followed the tutorial correctly you should finally end up with the matrix effect you see below.
